The colloquium will examine the effects of the logics of the political field on public policy. To this end, it will focus on the analysis of political changeovers, seen as moments of institutionalized and regular crisis that are particularly well-suited to examining the impact of political competition on public policy. How does the arrival of a new government disrupt - or not - the structure and functioning of a network of actors? To what extent can we speak of the independence of senior civil servants - and of the administration in general - vis-à-vis the new executive team? Particular attention will be paid to instruments, administrations and individuals, as well as to the plurality of networks of actors (civil servants-governors, Parliament, interest groups and think tanks, etc.). One session will also focus on analyzing the effects of regime change on public policy.
