With the advent of the Penitentiary Code, resulting from an ordinance and a decree of March 30, 2022, prison law is established as a branch in its own right of the penal field. This new code brings together and organizes the provisions relating to the public prison service, and those relating to the rights and obligations of persons under arrest. It also includes the reform of prison work. Expected by practitioners, this new code offers the opportunity to examine the evolution of fundamental rights and freedoms in prison since the 2009 law. Are they confronted, reinforced or diminished, especially with regard to security or budgetary considerations? This will be the main question of the conference, which will focus on some of these rights and will be discussed by both teachers and researchers and professionals of prison law.
