What defense policies for Europe?

The return of war to Europe has highlighted the need for a European defense system to ensure the continent's security and autonomy. This session examines the strategic changes that the European Union and its member states have made since 2022, and the future of European defense policies.
Russia's large-scale invasion of Ukraine in February 2022 highlighted the structural weaknesses encountered by European political and industrial players. Since then, the Commission has developed new strategies and programs aimed at creating a truly European defense industrial base and increasing the industry's competitiveness and production capacity. The EU has also worked to encourage cooperation between member states, for example in joint arms procurement. As defense is one of the new Commission's priorities, a post of Defense Commissioner has been created for the first time. However, the EU's determination in this area is hampered by strong industrial competition between European states. In addition, the implementation of EU-wide defense policies faces political and institutional limits. Would greater integration in this area be feasible? Finally, in the wake of the American elections, the question arises of transatlantic ties and cooperation between the EU and NATO, the latter remaining the guarantor of the security and territorial integrity of the states in the Euro-Atlantic area.
