1 Presentation of the scheme (summary)

The aim of this call for proposals is to develop an understanding of new models for more appropriate disaster risk management action and improved resilience for populations, with a view to sustainability and respect for their needs and cultural specificities. It invites us to explore the obstacles and prospects of locally-directed action, and to propose ways of reforming contemporary humanitarian response, for example by identifying the principles of ethical, participatory and preventive post-disaster reconstruction, which would take account of social, economic and territorial inequalities as well as local skills.

Applicants are particularly encouraged to address examples of best practice, including those that respond to a more integrated approach including risk reduction, preparedness, prevention and mitigation, the link between emergency action and development, between humanitarian action and social action.
