The seminar intends to propose a reflection on a dimension of democracy that is very rarely subjected to analysis by the social sciences: the human resources of electoral democracy. The aim is to focus on the agents who are mobilized at the different stages of the electoral process (election services, Ministry of the Interior, Prefectures, Administrative Court, polling station assessors, etc.) and who are necessary for the holding of a vote (organization of polling stations, counting of ballots, transmission and publication of results, settlement of electoral disputes, drafting of reports, design and drafting of legislation, destruction and/or archiving of material, etc.) in order to understand what is at stake through the organization of the "democratic piping".
