This study day will first examine the existence of a general movement to restrict freedoms, the development of the administrative judge's jurisdiction in this area, which is increasingly competing with that of the judicial judge, and the effectiveness of his control. Secondly, the implementation of these new administrative powers will be examined. To answer these questions, we have chosen to recontextualize them from the point of view of the general evolution of French public law, but also to question the perception of the administrative judge himself, of lawyers, but also of the judicial judge and the Defender of Rights.
