1 Scheme summary

Neglect, defined as a failure to respond appropriately to a child's or adolescent's basic needs for attention, care and education, is often associated with other forms of abuse, which tend to make it invisible. Neglect can be emotional, physical, educational or social in nature, and covers different situations depending on the child's age. While scientific research and the work undertaken by the Observatoire national de la protection de l'enfance (ONPE) on this theme as part of a research seminar provide elements of a definition of neglect and knowledge on how to identify it, understand its effects and care for child victims, there are still important areas for research. The ONPE will therefore support research to develop new knowledge on child neglect. The aim is to better define, particularly in legal terms, identify and understand the issues surrounding neglect, and to think about and identify the most appropriate responses to provide to children who are victims.
