Failure is manifested by a new element, the beginning of something that ultimately did not go all the way. There was an action (such as a drafted project) that was assigned a specific purpose but that purpose was never achieved. It is therefore by the meeting of four criteria that we recognize failure: an intention, an action, a purpose and the sudden interruption of the process before it is completed. This definition applies to all types of failure, including normative failure. It will be up to the participants to help us discover the deep and sometimes unknown reasons for various normative failures encountered in France and elsewhere, past and present.
