For almost twenty years, densification has been the predominant issue in urban planning policies and documents. Successive laws, notably the Solidarité et renouvellement urbain (Solidarity and Urban Renewal) Act in 2000, have encouraged local authorities to halt excessive urban expansion. The 2021 Climate and Resilience Act goes further, imposing the concept of ZAN (zero net artificialisation) by 2050, with a prior halving of artificialisation by 2031. Despite these laws, the aim remains to concentrate urbanization on already urbanized areas. However, these areas are often home to natural and cultural heritages, which raises questions about how to reconcile densification and preservation of these heritages.
