The underdevelopment of African states cannot be reduced to a lack of resources; it is largely due to the mismanagement of these resources. Indeed, the continent has an abundance of resources, both natural and human. There are major mineral deposits, such as gold, diamonds, oil, gas, cobalt, uranium, bauxite, copper, coltan, manganese, iron and so on. There is no shortage of human resources to exploit these resources and accelerate development. The continent abounds in qualified human skills, such as engineers, technicians, doctors and professors. This congress on operational philosophy will examine a crucial question: can administrative ethics contribute to reducing corruption in African states?
