Presentation : In almost all countries that share the use of French, fiscal policy has a constitutional dimension. This is what emerges from the reading of article 14 of the Declaration of the Rights of Man and of the Citizen of 1789, which states that "all citizens have the right to ascertain, by themselves or by their representatives, the need for public contribution, to consent to it freely, to follow its use, and to determine its amount, basis, collection and duration". However, when the facts are analyzed, these countries are characterized by asymmetrical levels of development. It is with this reality in mind that the study day will serve as a forum for reflection on the issues of institution and legitimacy of tax levies in the Francophone space.
