The research aims to study the definition of the national low-carbon strategy, or rather its revision in 2023, and the way in which issues relating to the French gas sector, including the development of biogas and hydrogen, are addressed. The analysis is part of the sociology of public action in an approach of political manufacturing of public policies. It is based on an analysis of the press, the different versions of the SNBC and the summaries of the debates, as well as on a series of interviews with the actors who contributed to the debates, whether they were public or more discreet. Particular emphasis will be placed on the definition of the issues surrounding gas.
