We are pleased to announce the opening of the call for papers for the conference titled “Contemporary Changes in Class Actions in the Face of Systemic Risks,” organized by the Alexis de Tocqueville Doctoral Students’ Association (ADAT) and the Center for Law, Ethics, and Procedures (CDEP) at the University of Artois. This conference aims to explore contemporary developments in class action in the face of the proliferation of systemic risks and harms, whether environmental, health-related, economic, digital, or financial. In particular, the conference will examine the ability of class-action mechanisms to address these new challenges from theoretical, practical, and comparative perspectives.

Enacted on February 15, 1902, the Public Health Act marked a major milestone in the development of the public health system in France. It marked a turning point in the organization of public health policies, notably by establishing requirements regarding sanitation, epidemiological surveillance, and government intervention. One hundred twenty-five years after its adoption, this conference aims to revisit the circumstances surrounding the drafting of this law, its implementation, its short- and long-term effects, as well as contemporary shifts in hygiene and public health policies. It aims to bring together perspectives from history, law, political science, sociology, and public health.

The international system is based on a set of relationships between states, international organizations and non-state actors, framed by international law and multilateralism to preserve peace and organize global governance. However, since the end of the Cold War, this order has undergone a profound crisis, marked by geopolitical conflicts, power rivalries, the fragmentation of international institutions and the emergence of new forms of hybrid and informational conflict. At the same time, the global South, notably through the BRICS+, is asserting its growing strategic autonomy and challenging Western domination and the established international order. Against this backdrop, the Sahel is a telling example of the limits of multilateralism in the face of persistent security, political and economic crises. These mutations underline the need to rethink the international system and its governance mechanisms to meet contemporary challenges. In line with the above, the Revue de L'EMP-ABB is collecting articles for an issue on the international system.

The African continent, and in particular the Sahel region, is facing a multidimensional crisis marked by insecurity, armed conflict, weakened states and socio-economic difficulties. These crises are closely linked to problems of governance, tensions over resources and changing power relations. The aim of this call for papers is to collect and publish articles on issues of sustainable development in Africa, insecurity, resilience and local dynamics, as well as on subjects relating to the design of public policies better adapted to African realities.
