1 Presentation of the scheme (summary)

The aim of this call for proposals is to explore little-studied realities and the emergence of models that will enable us to envisage new approaches to the role and development of national and regional local players in the regions of the world that are recipients of international aid, and more generally to the proponents of humanitarian transition, which prefigures a new paradigm, by understanding the conditions for its realization in different countries. It invites us to explore the obstacles and prospects of an action that is "as local as possible", and to propose new insights for collaborations with an action that is "as international as necessary" in the response to contemporary humanitarian crises.

Applicants are particularly encouraged to address issues relating to the relationship between humanitarian actors and beneficiary populations, particularly in relation to the latter's perception and participation. In addition, this call will support research projects tackling examples of best practice, particularly in terms of community involvement, the link between emergency action and development, and between humanitarian action and social action. As in many sectors going through periods of extreme change, the ethical approach can become a guide to action, as well as an object of study for researchers. This is why we are keen to shed light on the ethical dimension and how it can be applied in the field.
