During the nineteenth century, military attachés (naval and air) were one of the most important diplomatic inventions providing numerous sources of military intelligence. Since then, they have had the advantage of staying relatively long in their respective places of interest and were thus able to take into account medium- and long-term developments. Long tenures are also conducive to the establishment of interpersonal networks.
